How to buy destruction from a small business

Destruction is solicited under PSC R614 and classified under NAICS 561990, with a $16.5M size standard that makes almost every credible vendor in the category a small business. That makes it good set-aside territory — and it means the competition is decided on compliance evidence, not scale.

Set-aside posture

Nothing below is held today. Set-aside eligibility is a representation made in SAM.gov, and that registration is still in progress, so every line reads the same way: in progress or not held. This table becomes useful the day it stops saying that.

Contract vehicles

Purchase card and micro-purchase

The fastest route for a single purge or a small recurring route. No competition required below the micro-purchase threshold at FAR 2.101, and a card holder can place it directly.

Fits: One-time purge, a handful of consoles, a drive-destruction batch

Simplified acquisition

Quotes solicited under FAR Part 13, commonly set aside for small business. This is the band most single-facility destruction requirements land in.

Fits: A building or a small campus on a recurring schedule

Blanket purchase agreement

A BPA fixes rates across a period and lets each office place calls without re-competing. It suits destruction well, because volume varies month to month while the unit price does not.

Fits: Multiple offices under one contracting activity

IDIQ and multi-year service contracts

Base plus option years with a defined container plan and service schedule, priced off the statement of work rather than a rate card.

Fits: Medical centres, installations, and multi-site agencies

Subcontract or teaming

Until our own registration and past performance exist, a subcontract under a prime who holds both is the realistic path onto a large requirement. We would rather say so than pretend otherwise.

Fits: Requirements that gate on past performance

State, county, and cooperative

State term contracts, county vendor lists, and cooperative purchasing agreements, which usually have a lighter registration burden than federal award.

Fits: State agencies, counties, districts, and school systems

Dollar thresholds are deliberately not printed here. They change, and a stale number on a vendor site is worse than none — check the current micro-purchase and simplified acquisition thresholds at FAR 2.101.

Who solicits this

These are the organisation types that buy destruction under R614. They are not our customers — we have none yet. They are where the requirement lives.

  • Federal health and benefits

    VA medical centres, military treatment facilities, and health administration offices hold enormous volumes of records with hard retention schedules and a HIPAA obligation on disposal.

  • Defense installations

    Base-level administrative offices, personnel and finance shops, and IT organisations retiring data-bearing equipment.

  • Law enforcement, courts, and corrections

    Property and evidence rooms, records divisions, and any organisation handling criminal justice information under the FBI CJIS Security Policy.

  • State and local government

    State agencies, county clerks and tax offices, municipal departments, school districts, and public utilities.

How to solicit us

Four steps, and one of them is a blocker we will not hide

  1. 01

    Send the requirement

    The statement of work, or just the container count, the schedule, and the addresses. If there is a solicitation number, send that instead and we will price against the SOW rather than a rate card.

  2. 02

    We survey and quote

    A site survey takes about thirty minutes per building. You get a written price, a container plan, and a sample Certificate of Destruction in the same reply.

  3. 03

    Registration must be complete before award

    SAM.gov registration is in progress, and no federal award can be made until it is active with a UEI and CAGE. Ask us for the status before you build a schedule around us.

  4. 04

    Service, then the record

    Containers are placed, the schedule starts, and every service produces a custody record and a certificate. The record is what you attach to your own file.

Where to find us

We are not yet listed in SAM.gov, so searching R614 or 561990 will not return us today.
